Bryant Rabbino LLP is pleased to announce that Stacey Rowland has joined us as a Partner to lead our new Government Relations practice group.  Ms. Rowland will also lead the firm’s new Albany office.

Stacey Rowland Biography

Stacey Rowland is a member of the Government Relations practice, focusing on government relations and insurance regulatory issues.  She offers sound and sensible strategies designed to resolve complex legal issues.  Prior to joining Bryant Rabbino, Stacey was a member of the government relations team at Wilson Elser.

Prior to joining Wilson Elser, Stacey served as the Deputy Superintendent for Intergovernmental and Legislative Affairs for the New York State Department of Insurance (now a part of the Department of Financial Services); Assistant Attorney General; Assistant Counsel to the New York State Comptroller; and Assistant Counsel to the New York State Senate Finance Committee.  Leveraging her significant experience in the state government process, Stacey has assisted many clients in the insurance, financial services, higher education, health and business development sectors on legislative, regulatory and budgetary issues.

Throughout her extensive state government career, including while serving as Deputy Superintendent at the New York State Insurance Department, Stacey has successfully drafted and negotiated key pieces of legislation. Stacey has been highly successful in getting legislation passed that impacts insurance, banking and health care, but she takes the most pride in getting legislation passed that extends the limit on stays in shelters for victims of domestic violence.  Stacey has extensive experience in financial services, insurance regulations, higher education, manufacturing, infrastructure repairs and medicinal marijuana regulations.

Stacey assists clients in navigating the labyrinth of rules and regulations issued by various state agencies and procurement needs.  In addition, Stacey appears on behalf of clients before agencies, assisting with regulatory interpretation, product approval, filing submissions, audits, market conduct exams, penalties and assessments and stipulations.  She also represents clients at the National Association of Insurance Commissioners (NAIC), the National Conference of Insurance Legislators (NCOIL), and other national insurance and financial organizations.

Stacey received her JD from Albany Law School and her BA in Economics from Boston University. She is a member of the New York Bar Association and the Capital District Black and Hispanic Bar Association. She also serves as Chairperson of the Ethics Board for the Town of Colonie.
